This document outlines the “why” to Empowered Communities.  What is the logic of EC, the reason we do it?  What changes can we expect to see?  What impacts can we expect as a result of implementing EC?  How will the world change for each group of Stakeholders as a result of the implementation of EC?  We use this document as an expression of the Theory of Change expressed as Program Logic Matrix to inform the monitoring and evaluation of EC.
